It is for these reasons that you need to understand how to setup your car properly if you want to compete for the lead in a race or drive record-breaking qualifying laps.

RPM, REVS
RPM is the abbreviation for 'revolutions per minute' and revs is often used as another short-form for this expression.
Setup notation (e.g. 64/36 14R 27,34,43,51,58,64)
The first number is the front wing setting, followed by a slash and then the rear wing setting. Next is the Brake bias value and a letter that describe Front Bias or Rear Bias. The following set of 6 numbers relates to the setting of the gears 1 through 6.
Shortening the gears, Lengthening the gears
Making a gear shorter means changing the transmission ratio in a way so that the engine revs up faster. Going from a gear ratio of 34 to 32 means that the revs at a speed of 150 km/h will change from 12000 to 12750 (arbitrary numbers). Likewise you can reduce the revs at a given speed by using a longer gear (a gear ratio of 36 will leave the revs at 11000 in the above example).
